Ali Oturaklı graduated from Middle East Technical University Department of Electric-Electronics Engineering (BSc.) in 1982.


From 1982 to 1983, he worked as electric-electronics maintenance engineer at Ak-KardanSA and from 1985 to 1987, also as electric-electronics maintenance engineer at KordSA.


From 1983 to1985 (during military service), he worked as third-lieutenant and hardware designer in the Research and Development (R&D) laboratory of Taskızak naval shipyard. During this period, he designed some military electronic systems for Turkish navy

In February 1987, he joined NETAS R&D as sofware designer and worked at NORTEL DMS (Digital Multiplex System) telephone switch software development groups at various positions for 20 years.

From 1987 to 1991, he worked as a software designer.  He spent one year at NORTEL’s R&D center in Ottawa (Canada) and participated in the software development of some telecommunication projects. From 1991 to 1995, he realized software development projects of some telecommunication protocols on DMS switches for Russian, Polish and Turkish markets as the software design manager with his group. From 1995 to 1997, he spent one year and completed a subproject of an international poject at NORTEL’s R&D center in Maidenhead (England) as the software design/project manager. He took the enhancement responsibility of this completed subproject for the new markets in the  new releases and managed the development of these projects at NETAS (Turkey).  From 1997 to1998,  he was the manager of the NETAS R&D group that was responsible for project management and technical trainings for all NETAS R&D. From 1998 to 2003, he participated in the development of ISDN (Integrated services Digital Network) protocol for Turk Telecom as design/project manager. Between, 2004 and 2007; he carried out the following duties: software architect, technical trainer and technical training coordinator, NETAS software design process prime for NORTEL products.


After having 20 years software and project experience, he moved into the newly established technical support center of excellence by NORTEL in NETAS. He managed the ‘GSM packet core’, ‘GSM voice core’ and ‘optic’ product support groups respectively. It was given support to the NORTEL customers in the EMEA (Europe Middle East and Africa) region. In 2010, NORTEL went bankrupt. After 23,5 years service, he retired and left NETAS in July 2010.


Beetween 2011 and 2013, he worked at ENOTEK as the general manager. ENOTEK is a sales company and the Turkish representative of some companies that are leader in their working area such as General Electric, Merck and Teledyne ISCO.


Ali Oturaklı is a member of the Project Management Institute® located in the USA and has PMP® (Project Management Professional®) grades.
